In Singapore a good place for selling and buying second hand clothes is refash. I have found them good for buying second hand clothes. I used two branches. One is in Changi Point, near the Expo MRT, one stop from Changi Airport.
Another place is Carousell. If you are puzzling over the spelling, the usual spelling of the word carousel, which the British call a roundabout, is carousel, but the company name word ends Sell, with a double ll, as in buying and selling.

The UK has many options. I use ebay a lot. They operate in the UK, USA, Singapore - good if you are buying from China and can get free postage, although lots of places in the UK charge a lot to ship to Singapore or won't do it.
From ebay in the USA you have a lot more chance of low postage or free postage within the USA. The UK has lots of charity shops in every high street (main street) if you want to buy. They rely on donations.
The UK and USA and worldwide buyers and sellers have lots of second hand items on Etsy.
Other options include Facebook marketplace, or Gumtree.
