To create this look for yourself on old garments, you would need, ideally, eight buttons for each leg. Sew four below the knee, four above. Plus a line of braid, if you want to add that. Any colour of trousers, or a skirt, can be matched up with a white blouse by adding white buttons and braid.  You want to sew the buttons along the side, or up the front. Not at the back, norup the insde leg to the crotch, where they would be uncomfortable when you sit down, and the wear would detach them. I found something similar for women in all colours, on Temu.
