Maybe they did not bother, or were worried that staff or customers would sneakily remove the pom pom and leave the hat to be sold without it. My daughter in law bought the hat and didn't realise the pom-pom was removable. Then her daughter, my grand-daughter, pulled on the pom-pom. It came off.  For a moment we were all aghast.
