For a special occasion of course I would not have greasy hair. I washed my hair. Too much washing or too much shampoo can result in dry fly-away hair. The solution is conditioner. If you have none, sometimes a dab of moisturizer from your own bathroom or a hotel or club wash room will do the trick. Failing all else, water.
Hiding A Bra Strap With A Dickey
At a Toastmasters meeting we were treated to a workshop on looking good on camera. The speaker, patricia Lum, showed several pictures of people in different styles of dress asking the audience to vote on what was a good look and what was not. One picture showed a bra strap. I put on this outfit and found a bra strap showing. I tried to mitigate the effect by changing into a bra which was matching colour and had a wide strap instead of a narrow ribbon effect It did not match in colour, nor did it look neat. So I chose to wear a dickey, or collar with a false front which completely covered my shoulders. My fancy collars with colours were just a clash of busy patterns so I chose plain white.
Because we were travelling by bus and train, I needed shoes I could walk in - or to carry a spare pair of shoes.

Many other labels make similar outfits. For a fancy outfit, try searching for mother of the bride or cruise wear and see which brands come up and then search for more by the same brand or label.
